Can i sell raffle tickets in the uk in order to make a profit?

I want to set up a business selling raffle tickets in order to win a prize. I want a percentage of the money to go to charity and a percentage to buy future prizes, but I also want to make profit off of it as it will be my income. Is this legal and what licences do I require in England UK.
