I know this by looking at the charts of stocks, you can see a significant buying support at the whole numbers. Therefore i can infer there are a large number of preset limit orders at these points.

How do you know anyones orders, limit or otherwise? Are these public limit orders?
Limit orders are not public information, nor is that information gathered in such a way that it can be made public, so I don’t know how and where you captured such information
Based on my years experience in the trading areas of both firms and trading floors, I’d say most limit orders are NOT whole dollar of half dollar increments.
You can take advantage of you information, there’s no legal problems with it, mostly because it’s not factual since such information is not made available to any one, including all regulatory agencies.
