I am planning on starting a non-profit organization in a foreign country but would like to raise funds in the US. Do I need to be registered as a non-profit in the US? What do I need to given that I only want to raise funds here and set up the organization in a poor foreign country. I was told I need to be registered here but I dont know what to do. Thanks

In a non-profit where I work, they allow certain employees (friends of the leaders) to use the non-profit credit card for personal shopping. The person does eventually reimburse the organization. This doesn’t seem right to me, but is it legal?
